Very possibly. Although it would be a borderline negligent business that didn’t at least float the possibility of doing something more with such a big property. In every possible artistic and critical respect it would be a dumb move, but in business terms?

With the restructuring of DC Entertainment and the departure of Paul Levitz, the people in charge of doing more with the “Watchmen” properties are saying “We will if we ever want to” rather than “Absolutely not.” That’s it.
