“Captain Marvel Presents The Terrible Five”, although dated August 1966, seems to fit the description.

Wouldn’t it be a bit too early for Atlas, though? Or was there an Atlas between the-eventually-known-as-Marvel Atlas and the 70s Atlas?

I’m thinking at least a little of this could be aimed at Archie, since what I’ve seen of Mighty Crusaders comics from the era came off as about the worst Marvel imitation I’ve ever seen, right down to faux-hip lingo and giving all the creators nicknames.

Mid-60s Charlton also seems like a strong contender.
